Here is my question.
Should a person only be linking to sites related to your site's theme (On Topic). For instance if your site is about health, should you only allow other health sites to link to yours?
BUT seeing that WL Professional Links Manager has many Categories perhaps we could link to sites not related to our specific theme.

From the SEO point of you you CAN have non related links to your site, these links will give you a sheer volume, but you also SHOULD have related links with the link text you want to rank high on the search engines.
